For most homeowners, no. But the zoning rules still apply, and a pool barrier always needs a permit.
What the city says
The City of Amarillo's Building Safety page says that most residential fence projects in Amarillo do not require a permit if the fence is 8 feet tall or less, but all fences must still comply with building and zoning codes, including height limits in front and rear yards and special rules for corner lots.
Exception: regardless of height, a permit is required to build, alter or repair the mandatory barrier or enclosure around a swimming pool or spa, residential or commercial.
Height limits and corner lots
A fence that doesn't need a permit still has to meet the zoning code. The city points to height limits that differ between front and rear yards, and to special rules for corner lots. Fences near street and alley intersections can also be limited so they don't block drivers' view. The exact limits depend on your zoning district and lot, so confirm them with the city before you order materials. Your contractor should be familiar with them too.
